The company and its track record

Techbase Solutions Inc. is a Barbados software company based in Wildey, St. Michael, and the single contracting party for everything on this page. One senior team covers user research, user-centred design, product management and software engineering. The team leans heavily on AI tooling in delivery and has put more than twenty deployments into production, six of them for government or international agencies. The delivery model the terms of reference describes is how this company already works.

Every engagement is a fixed fee against a scope we agree in writing, with a delivery plan that sets the meetings, review points and decision dates before work starts. And we are conveniently located right here in Barbados: discovery, workshops and handover happen in person, and nobody is billing travel.

Harrigan Home loyalty platform

We built this loyalty platform in a concentrated push of about three to four weeks and had it live for the Goods Tour on 25 July, carrying a real public event on day one. Before launch we ran 147 automated tests and attacked our own build in security reviews, fixing what we found. On the day 71 people joined, and the platform handled 220 QR check-ins, 56 receipts scored by vision AI and 13,110 points awarded under database guard triggers.

Caribbean Association of Probation and Parole estate

We built three products for one regional justice-sector association and its government partners. The association's public platform at cappnetwork.net is edited by its own staff, with changes live in about a minute. One multi-tenant SCORM learning platform serves two deployments, the association's LMS and Safety Academy, with a security phase covering tenant isolation and a documented permission matrix. And the Rooted in Resilience workshop platform came together in roughly two days for a fixed event date with the Barbados Probation Service and UNICEF, then cloned for a second cohort.

UNICEF child protection e-learning

For UNICEF Eastern Caribbean we are converting a two and a half day instructor-led child protection training, eight modules, into a self-paced interactive online course with assessments, narration and SCORM tracking for police and justice-sector learners. Delivery runs milestone by milestone under a formal UNICEF contract, and all IP transfers to UNICEF at handover. The first interactive sample module was live in under two months from signature. Each module is a data file on a shared screen-kit, so the remaining seven ship as content, not new code.

Caribbean Export Development Agency

The region's trade promotion agency now runs its own web platform. We replatformed carib-export.com from a legacy Gatsby, WordPress and Netlify estate onto Next.js and Sanity, serving the Caribbean Investment Forum site from the same codebase on a second domain, and completed the cutover by July 2026. Agency staff publish directly in four languages, including the CIF 2026 pre-event edition, without coming back to us.

The team, and prior delivery together

The team proposed for GovTech Barbados is the team that built everything above: one small, senior, multidisciplinary unit covering research, design, product and engineering, contracted through a single supplier company. The same people shipped every project on this page, including the milestone-based work under the formal UNICEF contract; that is the record of prior delivery together. How fast things actually ship

AI-enabled delivery, with dates

This is the part AI changes. A small, senior team working with heavy AI tooling compresses the distance between a brief and a running service, while tests, CI and render checks keep the discipline production systems need. That capacity runs end to end: we scope, plan and build complete products on AI-driven workflows, and they launch to real users rather than demo audiences. This submission leans on that experience deliberately, and the four to six week engagement the terms of reference describes sits in the middle of our documented range.

Against the evaluation criteria

  • Comparable experience, ideally in or for government. Caribbean Export, UNICEF, the Barbados Probation Service, the Barbados Defence Force and the Caribbean Association of Probation and Parole are all in the portfolio and live. A cloud platform for the Regional Security System is staged for launch.
  • Calibre and track record of the team. One senior team built all of it; the track record is the portfolio itself, with dates and production numbers on every case study.
  • Demonstrated rapid delivery with small AI-enabled teams. The Harrigan loyalty platform, a full loyalty progressive web app (PWA), was built in a concentrated push of about three to four weeks and went live for a public event with real users. Ahavah went from cutover to public launch in about six weeks and has active members. Invoute reached production in about six weeks and now carries real invoicing data. UNICEF's first module was live in under two months, and Rooted in Resilience shipped in about two days. Each is documented with dates.
  • Quality, security and handover standards. Before we build anything, we write down what production-ready means for the job, and nothing ships until it passes. In practice that means 147 automated tests behind Harrigan and 125 behind Invoute, row-level security wherever data is multi-tenant, and a handover that leaves the client running their own platform, as Caribbean Export's editors do today.
  • Value for money. A team this size produced this portfolio without a large payroll, and fixed-fee pricing keeps the cost known before work starts.
