GovTech Barbados issued a terms of reference on 17 July 2026 for suppliers who can deliver rapid, AI-enabled digital services. The company and its track record

Techbase Solutions Inc. is a Barbados software company based in Wildey, St. Michael, and the single contracting party for everything on this page. One senior team covers user research, user-centred design, product management and software engineering, works AI-augmented, and has put more than twenty deployments into production, six of them for government or international agencies. That volume from a unit this size is the AI-enabled delivery model the terms of reference describes, already running.

We price fixed fee against an agreed written definition of done, and we provide a delivery plan at the outset with meetings, review points and decision milestones. Because we are based in Barbados there is no travel line at all: discovery sessions, workshops and handover happen in person whenever they are useful.

Harrigan Home loyalty platform

Production software that carried a live public event. From the written master spec of 30 May 2026 to the event on 25 July was under eight weeks, including 147 automated tests and adversarial security review passes that found and closed real vulnerabilities before launch. On the day, the platform handled 220 QR check-ins, 56 receipts scanned and scored by vision AI, and 13,110 points awarded under database guard triggers, with 71 members registered.

Caribbean Association of Probation and Parole estate

Three products for one regional justice-sector association and its government partners. The association's public platform at cappnetwork.net is edited by its own staff, with changes live in about a minute. A multi-tenant SCORM learning platform was built once and deployed twice, as the association's LMS and Safety Academy, with a dedicated security phase covering tenant isolation and a documented permission matrix. And the Rooted in Resilience workshop platform was built in roughly two days for a fixed event date with the Barbados Probation Service and UNICEF, then cloned for a second cohort.

UNICEF child protection e-learning

For UNICEF Eastern Caribbean we are converting a two and a half day instructor-led child protection training, eight modules, into a self-paced interactive online course with assessments, narration and SCORM tracking for police and justice-sector learners. Delivery is milestone-based under a formal UNICEF contract, with all IP transferring to UNICEF on handover, and went from contract signature to a live interactive sample module in under two months. Each module is a data file on a shared screen-kit, so the remaining seven ship as content, not new code.

Caribbean Export Development Agency

The region's trade promotion agency now runs its own web platform. We replatformed carib-export.com from a legacy Gatsby, WordPress and Netlify estate onto Next.js and Sanity, serving the Caribbean Investment Forum site from the same codebase on a second domain, and completed the cutover by July 2026. Agency staff publish directly in four languages, including the CIF 2026 pre-event edition, without coming back to us.

The team, and prior delivery together

The team proposed for GovTech Barbados is the team that built everything above: one small, senior, multidisciplinary unit covering research, design, product and engineering, contracted through a single supplier company. Prior delivery together is documented across this page, since the same people shipped every project on it, including milestone-based delivery under the formal UNICEF contract. This is the part AI changes. A small senior team working with heavy AI tooling compresses the distance between a brief and a running service, while tests, CI and render checks keep the discipline production systems need. Against the evaluation criteria

Comparable experience, ideally in or for government. Caribbean Export, UNICEF, the Barbados Probation Service, the Barbados Defence Force and the Caribbean Association of Probation and Parole are all in the portfolio, live, and a cloud platform for the Regional Security System is staged for launch.
Calibre and track record of the team. One senior team built all of it; the track record is the portfolio itself, with dates and production numbers on every case study.
Demonstrated rapid delivery with small AI-enabled teams. The Harrigan loyalty platform went from written spec to a live public event, with users, in under eight weeks. Ahavah went from cutover to public launch in about six weeks and has active members. Invoute reached production in about six weeks and now carries real invoicing data. UNICEF's first module was live in under two months, and Rooted in Resilience shipped in about two days. Each is documented with dates.
Quality, security and handover standards. We agree a written definition of production-ready before we build and gate every deploy on it: 147 automated tests on Harrigan, 125 on Invoute, row-level security wherever data is multi-tenant, and handovers that leave clients running their own platforms, as Caribbean Export's editors do today.
Value for money. A team this size produced this portfolio without a large payroll behind it, and fixed-fee pricing keeps the cost known before work starts.
